		<description>David Cappo was been speaking for years about his success with &quot;Social Inclusion&quot;, but as someone who regularly lives outside and mixes with the Adelaide homeless scene, well, there seems little improvement. 

The most visible change has been homeless agencies requiring identification for the provision of services like the Hutt Street Centre&#039;s two-dollar lunch.

Another change has been the withdrawal of public housing for &quot;homeless&quot; people unless they sign treatment and &quot;rehabilitation&quot; agreements. 

A third has been the refusal of various housing services like Unity, (formerly MACHA), and HousingSA, (formerly the Housing Trust), to provide copies of tenancy documents to those on the waiting list. These agencies surprise prospective tenants with these &quot;agreement&quot; forms&quot; only prior to clients&#039; signing them. The result is the clients don&#039;t understand what they&#039;re signing, which might inlcude giving the agency the right to obtain personal information from the tenant&#039;s doctor and relatives.</description>
